Believe it or not 70% of women can't have an orgasm without some form of foreplay, and there are some women who can't cum from penetration. The best thing I have found for these women is using a bullet vibrator or clitoral vibrator on them while I am penetrating them, they get off from the vibrator on the clit and I get off from the penetration.

Sometimes you find that the women might even start to cum from the penetration because of the vibrator on the clit is making them excited...

The problem could be that the man is penetrating you the wrong way.
Maybe you could try another position that will give you more pressure on your clit.
